Alley Cat Allies reports that The New Jersey Senate Economic Growth Committee is considering a bill that would save the lives of shelter animals and community cats around the state. The bill encourages shelters to implement their own Trap-Neuter-Return program. The bill will help ensure community cats are quickly returned to where they belong—their outdoor homes. The bill also would require shelters to keep records of all animals who enter and leave their facilities, holding the shelter accountable for the health and safety of the animals in their care.
